USAA Rate Advantage

A low-rate card for USAA members who carry a balance: a roughly 20-month 0% intro on transfers and, more notably, an ongoing regular APR that starts as low as 10.40%, well below most cards. It earns no rewards and has no signup bonus, so the entire pitch is cheap borrowing. For a pure 0% balance-transfer runway, the Wells Fargo Reflect and U.S. Bank Shield go longer at 21 months, but neither matches this card's low rate once the intro period ends.
