The Rate Advantage is built for carrying a balance: it offers 0% intro APR on balance transfers through the March 2028 billing cycle for transfers posted by November 30, 2026, plus a regular APR that starts as low as 10.4%. That low ongoing rate is the real differentiator, since it keeps the card useful even after the intro window ends. There is no annual fee and no foreign transaction fee. The tradeoffs are a 5% balance transfer fee, which you should factor into your payoff math, and a firm deadline to get transfers posted. The card also earns no rewards, so it is a debt-management tool first and a spending card not at all.
